Departure of CEng

All, unfortuantely our chief engineer has had to depart us, due to some pressing and extenuating Real Life circumstances. To keep things simple in game-time, I'll be replacing him with an NPC of equal rank and position for the Chief Engineer spot, and then we can simply change any references to his character in posts. The NPC will go at the end of this mission (most likely will end up staying on, but be more focussed on the station we will find), and I'll decide on a new holder of the CEng spot at that time.
