New Assistant Chief of Ops

All, I'd like to welcome aboard Lieutenant JG Patok Malroon as our new Assistant Chief Operations Officer - I was very interested when reading through his bio, and I think he'll make a fantastic addition to our crew.

Since he is coming aboard as part of our efforts to bring Deep Space 19 operational, I've decided to leave our good old friend Mr. Stott in the Assistant Ops field as well; figured bringing in a new guy, equal status with our stubborn old NPC might cause a few interesting encounters :P
